You get the quest to convince him during the hawk meeting. There are two strategies that You can use - either convince him that the war is necessary, or try to question his loyalty to the Clan (this is easier).

As soon as you get the quest? Yup. As soon as you get it you can find Kestrelpaw by his flower (don't step on it!) And say 'but we need the herbs in the clearing', 'it will make up for it in the future' and then 'that doesn't sound very warrior like' or something like that.... |

The way I got the peace ending was - before you go on your first patrol on the ShadowClan border, talk to Ravenwing and she will ask you to pass a message. Tell her yes. Then she will tell you to pass a message to Pebbleskip. Go on the patrol and I would recommend taking Kestrelpaw with you, because Nettlepaw will not go with you and if you take Duskpaw your chances of getting the apology to Pebbleskip are low. When you go down the the very bottom of the border, Kestrelpaw will tell you to try to sneak up on Mousepaw. You might wanna save, Incase you are caught and forced to fight. (If you take Duskpaw with you then you will also have to fight them too) If you manage to sneak up on Mousepaw he will answer two questions. Tell him to arrange a meeting with Pebbleskip. Mousepaw will ask you why you need to meet up with Pebbleskip so say you need a prophecy discussed and also tell Mousepaw no harm will be done to Pebbleskip. After that finish the patrol and tell Ravenwing that Pebbleskip will be waiting for her after you do your duties. She will tell you that she can’t do it, so after you talk with her go to the flower patch and cross the border and find Pebbleskip at the other side. Tell Pebbleskip that Ravenwing is sorry, and then go back to camp.
Before you go to Moonpool (after Blackheart tells you to meet at road to Moonpool) go to the mossy thicket and look for a kit at the lake. Bring her back to camp and tell Briarstar that she is a ShadowClan kit. She will be taken to ShadowClan.
(I completed legends come to life but I’m not sure that affects peace ending)
(I didn’t do Blackest Dealings but it would be better if you did) after you patrol WindClan border go to Ravenwing and she will ask you to ask Blackheart to give ShadowClan herbs. If you fail to convince Blackheart, go to Briarstar and he will make Blackheart give herbs.
After you done all of that, here is what to expect.
When you go to the border, only Oakstar and Pebbleskip come.
Oakstar apologizes for accusing ThunderClan and says he only wants peace.

On day 6, You need to find Amberflame before You complete the patrol. She's in the mossy thicket. Tell her that something suspicious is happening and she'll handle the rest. But how do you get Kestrelpaw in the Hawks? you have to geta quest from the hawks to do that have to tell the hawks that you can recuit him then either question his loyalty or say war is the only way saying war is the only way takes a lotta freindship to succeed |

what i did is tell him that we need the herbs in the clearing, over enough time they will help, and that's not what a warrior would say
