1. Here: warriorscatsgame.proboards.com/2. That game series died almost a week after PO3 was released. There is a fangame on the forum trying to make OotS, but don't expect the Admin to make it.

Well, as others have said I don't plan on doing it (and it doesn't look like Warrior Cats: The game guy is interested in it as well).
But to be honest, I have thought about making games set in the canon continuity...
A few years ago I started working on Warriors game set during Power of Three, where you play as a she-cat loner/rogue/kittypet who joins ThunderClan and goes through the events of PoT while trying to make whoever you'd want to fall in love with her. I've done two weeks of work on it, including a design doc with the general idea of romance with each of possible characters and a few minutes of gameplay, but I realized that getting even close to releasable project would require tons of artwork that I wouldn't be capable of making, as well as a good script, which I also felt like I couldn't make. So I dropped the idea of the game for a few years.
The other thing is, when I originally considered making the game that RtI ended being, I thought about setting it during The Prophecies Begin. I thought about all the ways the play could have changed the story: maybe player would kill Yellowfang on the patrol and earned Tigerclaw's respect that way, with the possibility of joining him (and maybe betraying him later). Helping Ravenpaw stay in the Clan, or ratting him out to Tigerclaw. Or maybe stopping Spottedleaf from dying and having a forbidden romance with her. Or being a strict mentor and saving Cinderpelt's leg that way. Maybe being Dustpaw's best friend and mocking Graypaw with him. Lots of possibilities.
I don't remember exactly why I didn't decide to go that route, but I settled on making a new set of characters and a new story. This had pros and cons.
Just some random trivia on the RtI development.

Here's my guess as to why: Being a Kittypet is the easiest (and fastest) way to get introduced into the world of Warriors as it currently stands. Starting out as a kit requires the character and player spend the first while of the game only getting acclimated with the world without having much interaction with it, being stuck in the nursery. Although this is the most common route for most cats in the Warriors world, without any backing plotline at the same time. Whereas, starting as a Kittypet, the character is allowed to start Clanlife, being able to become used to it while interacting with it at the same time, giving the beginning period of the game some backbone. This also makes your character start off with a more grounded form of cats being prejudice. Starting as a Clan cat, one of the only ways to give the plotline fuel to get started with the game is if your parents did things that they then judge you for. As Warriors fans, they would probably be able to get a grasp quickly, although with a larger potential spectrum, using the more global prejudice of "Outsider" flows easier for a wider-spanned audience. Of course, there's also the fact that it may have transitioned from the game from it's earlier stages of development, but at the same time, might've been trying to be reminiscent of the first series in it's own way, in all of the similarities it has to the first series (Split clan about decision to let a kittypet in, War with ShadowClan that involves death, a traitor in ThunderClan, just to name a few).
This is just some possibilities as to why. I honestly don't know the exact reason why, although I'd figure I'll offer what I'd imagine some of the reasons were (and if I was wrong in my reasons, take it as a complement that I'm supporting the choice with even more backing reasons than you knew you had).

TroubledSpartan is mostly right. I think that having the player start as an outsider makes it easier to ease out the player into the story, since the player's knowledge mostly matches that of his character (i.e. You don't know these characters, just like Your character). This lets the characters' explanations be natural.
This also solves the problem of preexisting relationships - if You'd been born as a Clan kit, You'd bound to already have some opinion of other cats in the Clan - being an outsider lets You be a clean slate.
As for the story, it is a mix of classical Warriors plot building blocks, but this is the intended design. You're supposed to experience the classical Warriors story - but with Your own character as a hero. The original characters and the new situation at the lake are supposed to make it feel fresh and original, if somewhat familiar.
Though, this is only act I... You're up for some surprises in the following two acts.
